Chapter 19 - Accountability

The panel found substantiated misconduct against Briggs in multiple categories: intimidation, unsafe training conduct, retaliation, and improper access to protected information through another person.

The administrative and legal processes would continue beyond that room.

Lieutenant Colonel Vance faced separate findings for retaliation, abuse of authority, and interference with training oversight.

Lena Price faced consequences for unauthorized system access.

Nobody cheered.

It feels heavy.

Then came Hayes.

The panel found that he had failed to escalate earlier warning signs quickly enough.

He had not protected Briggs.

But he had inherited complaints, recognized the pattern, and still waited for clearer evidence.

Hayes listened without moving.

Later, outside, I found him alone.

“You okay?” I asked.

He gave me a tired look.

“Is that a serious question?”

“Yes.”

“Then no.”

I nodded.

He looked toward the field.

“I heard.”

“I keep replaying Carter’s name.”

“You didn’t injure him.”

“No.”

He looked at me.

I understood.

“It’s also what you allow.”

He nodded.

For a while, we watched soldiers dismantle the tournament bleachers.

Then Hayes said, “You know what bothers me most?”

“What?”

“I told myself I needed proof.”

“You did.”

“No. I needed courage earlier.”

I had no answer for that.

Owen walked toward us carrying something pink.

The plastic tiara.

I stared at it.

He looked embarrassed.

I took it.

“No.”

Hayes raised an eyebrow.

“What are you going to do with it?”

“Keep it.”

Owen laughed. “Why?”

“Evidence.”

Then Captain Ward called from behind us.

“Mitchell.”

I turned.

She was holding an envelope.

“What’s that?”

“New orders.”

My smile disappeared.

I opened them.

Read the first line.

Then the second.

Hayes watched my face.

“Bad?”

I folded the paper.

“No.”

May you like

I looked back at the empty mat.

“Complicated.”
