Chapter 17 - Sixty Front Doors

The city hearing room was packed with people who'd never been invited into Whitmore House. Parents held children on their laps. A man leaned on the rail that had replaced his broken cane. Talia walked to the microphone wearing the same coat she'd worn the night of the fire.

"My son thought the smoke alarm was supposed to stay quiet," she said. "He didn't know an alarm was meant to save him."

A fire investigator described the unrepaired panel and the questionable invoices. Lena presented residents' requests and emergency-housing needs. June outlined the documentation provided to the authorities without claiming the city hearing could decide criminal guilt.

Then Daniel stood.

"My signature is on some of those approvals," he said. "It's real. I signed documents without reading them carefully because I trusted the people bringing them to me. That was my failure."

Margaret rose from the back row. "Daniel, stop."

He kept speaking. "I can't undo that. I can tell you the truth, cooperate with the investigation, and help make sure these families get safe homes."

The city ordered continued safety restrictions until repairs were verified and arranged temporary assistance with the tenant agencies. The trust's independent directors began proceedings to remove Margaret from financial control while investigators pursued the suspected misuse of funds.

Emily watched the hearing from Nora's bedside on Lena's livestream. She had expected to feel triumphant. Instead she felt tired, sad, and strangely free.

Afterward Daniel stepped into the corridor and found his mother waiting beside two attorneys.

"You humiliated me," she said.

"No, Mom. You did that yourself."

Before she could answer, Ruiz approached with another officer. A judge had issued a warrant based on evidence in the assault and witness-intimidation investigation.

"Margaret Whitmore," Ruiz said, "you're under arrest."
