Chapter 8 - The Stairs at Willow Court

Nate caught up to Rachel at Willow Court, a brick apartment building near Savannah's riverfront. Children rode bikes around potholes. Blue tarps stretched across half the roof. A woman carried groceries up stairs that creaked beneath each step.

Rachel was talking to Mrs. Alvarez, a grandmother with two grandsons and a kitchen ceiling that leaked every time it rained.

"We were promised repairs in August," Mrs. Alvarez said. "Now a man from some company says we're all being moved out."

"No one can move you without proper notice and process," Rachel told her. "And nobody from my office authorized that."

Across the courtyard, a contractor in a gray jacket was photographing the building. Nate approached him.

"Who sent you?"

"Marsh Point," the man said. "I'm here for a valuation."

"On a property you claim to have repaired?"

The contractor's mouth tightened. "I just take pictures."

A crash rang out behind them. The rear stair railing buckled under Mrs. Alvarez as she reached for her grandson. Rachel lunged from the landing, caught the child against the wall, and shoved him into Nate's arms. The railing tore free and dropped three stories into a dumpster.

For a second everyone stood still.

Then the boy began crying. Mrs. Alvarez sank to the steps. Rachel's knuckles were bleeding where she had scraped the bricks.

"Get everyone off that stairwell," Nate shouted. "Now."

Emergency crews checked the structure, and Owen requested an urgent city inspection. The corroded bolts on the pavement showed the billed repairs had never happened.

The gray-jacketed contractor had vanished.

Nate turned toward Rachel. "Sloane called me. She said not to let you come here."

Rachel's face hardened. "Then she knew."

Her phone buzzed with a news alert. Under a photograph of her at the rehearsal dinner, the headline read: WHITCOMB CHARITY DIRECTOR QUESTIONED OVER MISSING HOUSING FUNDS.

Rachel read it aloud: "She authorized the transfers herself."
