Chapter 14 - The Boxes at the Dock

Brooks called Lieutenant Harris and reported what she'd seen. Harris stopped the truck long enough to demand a disposal authorization. Fitch arrived shouting that an internal retention schedule permitted routine destruction.

But Rae's preservation request had already been served on the prison and the contractor. Harris showed Fitch the notification on his tablet. The truck stayed where it was.

I watched through the narrow window until two investigators in plain clothes arrived. Nobody ran. Investigators numbered boxes while officials argued. The sound of evidence tape nearly made me cry.

That afternoon Rae confirmed that the memory card held thirty-seven seconds of loading-bay footage. A timestamp showed Leah being guided into the service corridor by Fitch. She was alive, upright, and protesting. A second camera angle captured Varrick entering behind them.

"It doesn't show what happened next," Rae warned. "But it contradicts Fitch's statement that she never entered the facility."

"And Morgane?"

"She signed an account of what she saw and what she did. Investigators are checking it independently."

The inspector general had also obtained records showing repeated payments under PO-24701 for psychiatric care, despite no provider license at West Industrial. The state had been paying for one service while some women were being held and made to work for profit.

"What about Josie?" I asked.

"We're asking for a welfare check on everyone listed."

I thought of women told not to cause trouble. Someone had made their fear into a business model.

Near evening the warden, Harlan Bell, appeared on the tier for the first time since I'd arrived. He ordered all inmates to their cells and called the investigation a misunderstanding.

"The truth will come out," he said with the confidence of someone who had always decided what counted as truth.

From the back of the tier, Gloria suddenly shouted, "Then tell them why the windows at Brightwater are painted black!"

Bell pointed at her. "Take her out. Now."
