Chapter 16 - THE NIGHT THEY CAME FOR THE HOMES

By the time Adrian and Ortiz reached Crescent Harbor, two moving trucks blocked the courtyard. Private security guards in black jackets stood beneath the lamps, telling families to leave. A woman in slippers held a crying toddler. An older man had dragged his oxygen tank into the rain.

Emma was already there with Ruth and the tenants' attorney, shouting over the crowd.

"That order is fake! Nobody has to leave tonight!"

A guard stepped toward her. Adrian moved between them, but Emma touched his arm.

"Let me handle this," she said, and held out the court order. "Officer, your company is violating a judge's injunction. Tell your supervisor."

The guard glanced at the police cars arriving behind Ortiz. His hand fell away from his radio.

Graham stood near the trucks, dry beneath an umbrella. "I was protecting families from a dangerous building," he told Ortiz. "The electrical system failed inspection."

"Then why did you hire movers instead of calling the fire department?" she asked.

Graham didn't answer.

June Park stepped forward holding an email on her phone. It showed Graham had scheduled the lockout before any inspection. The date on the supposed safety notice had been changed that afternoon.

"This isn't safety," Emma said. "It's intimidation."

The tenants began filming. One by one, the guards moved away. Ortiz ordered the fake notices collected as evidence and directed the property manager to restore access to the blocked units.

Adrian found Ruth beside the courtyard bench. "I should have known what was happening here," he said.

"Knowing isn't the same as showing up," she answered. "But you're here now."

From the edge of the crowd, Caleb Ward emerged with both hands visible. His face was drawn, and he walked directly toward Ortiz.

"I erased the gala footage," he said. "Graham threatened my family. I kept a copy. I left you the red envelope too."

Ortiz turned to him. "Where is it?"

Caleb reached into his coat and produced a small memory card.

"It also has the recording from the garage," he said.
