Chapter 18 - The Center Anna Wanted

The auditor's report filled eighty-six pages. It described missing equipment, misleading records, diverted scholarship funds and a management culture where employees feared losing work if they raised concerns.
Anna had seen the beginning of it. She'd made notes in the margins of her old grant applications, begging for independent inspections and better staffing. I had preserved her papers like relics but never read them closely.
"She was trying to tell us," I said to Grace.
"Then we owe her more than a memorial plaque."
The board's new leadership voted to commission repairs, publish safety findings and separate donor events from youth swim operations. The independent inspector would have to verify compliance before anyone entered the water again. The accountant began recovering funds; some money was returned and some was still disputed.
Detective Shah called me to explain that the fraud investigation was moving forward. She wouldn't promise charges for every wrong thing that had happened. The law required proof, and not every moral failure fit neatly inside a criminal statute.
"I appreciate that," I said. "I don't want another accusation built on anger."
There were consequences for me, too. The board accepted my resignation from the safety committee, and the insurer wanted a statement about my approval of the gate delay. I gave one. I couldn't rebuild trust by demanding that someone else carry all the blame.
Nora received a letter confirming that the center had withdrawn its allegations against her. Her outside employer offered the classes back, but she wasn't sure she wanted to return to the same system.
"I can teach at the city pool," she told me. "They listen when I report a problem. That shouldn't feel revolutionary."
A week later she called again. "The city is starting a family water-safety workshop. They asked me to lead it."

I smiled. "That's good."
"There's something else. Lily asked Grace if I could teach her someday. She said she wants to learn how to feel brave again."
