Chapter 8 - Under the Fourth Step

Officers found the cellar door open. Water dripped down the stone stairs, and a freshly cut chain lay in the mud. Whoever had entered was gone.
Ortiz watched body-camera footage on her tablet while Claire sat beside Emma's crib. The baby slept with a tiny adhesive monitor against her chest. Every small rise of it felt miraculous.
"Go back," Claire said. "To that step."
Onscreen, the officer's flashlight crossed four wooden treads leading to the cellar landing. One was a different shade of brown. Ruth had repaired it when Claire was sixteen.
"I remember something," Claire said. "Mom used to hide emergency cash beneath the fourth step. I thought she stopped doing that."
Ortiz radioed the team. They lifted the tread and discovered a metal biscuit tin wrapped in heavy plastic.
Inside were photographs, an inspection log, and a letter addressed to Claire. Its first sentence was enough to quiet the room.
IF YOU ARE READING THIS, THEY HAVE COME BACK FOR THE GATE.
Claire unfolded the letter carefully. Ruth described how a company had filled the upper drainage channel without permits. During heavy storms, water would hit the blockage, reverse direction, and spill into the low neighborhood. She had photographed the work and reported it. A city employee had warned her to stop asking questions.
"I couldn't prove who paid him," Ruth wrote. "But I know which families could drown if we let them finish."
The last page had a rough diagram showing a maintenance wheel labeled GATE 4. Beside it Ruth had drawn a cross: DO NOT TURN WITHOUT OPENING THE EAST BYPASS.
Claire handed the letter to Ortiz. "They want access so they can close it permanently."
Ortiz nodded toward the tablet. "Then why are the officers hearing a pump running down there?"

A new voice crackled through her radio.
"Detective, we've found a fresh concrete mixer. And somebody's locked the tunnel from the inside."
