Chapter 12 - HAVEN

Judith Crane believed she was a legal foster parent.

She had received documents showing Mia's father had approved long-term placement before his death.

The signature was forged.

Judith had never met Owen.

Payments came through a child-services contractor.

Mia had been told her remaining relatives did not want her.

She believed it.

Ramirez looked furious.

"They didn't kidnap children in vans. They buried them in paperwork."

Owen had learned to use systems instead of force.

Then she drew a black square beside the window.

"What's that?"

"The eye."

My skin went cold.

"What eye?"

"The camera."

She had incorporated surveillance into the picture of home.

That broke me more than the evidence.

I excused myself and stood in the hallway until I could breathe again.

Michael followed.

"You can't fix every minute she was scared."

"I should have known."

"So should I."

"I defended Vanessa."

"So did I defend Natalie."

We stood there quietly.

Then Michael said, "They trained us to distrust our own kids."

That was exactly it.

Hearth's real weapon was not cameras.

It was adult certainty.

The belief that a child was dramatic, confused, jealous, adjusting.

Every excuse gave Vanessa another day.

Ramirez stepped out of the room.

"We found Owen."

My heart jumped.

"Where?"

"Not physically."

She held up a document.

"He booked a flight under an alias."

"To where?"

"Canada."

"When?"

"Tonight."

Then she turned the page.

"He has a child ticket attached to the reservation."

My stomach dropped.

May you like

"Whose child?"

"The name says Emily Mercer."
