Chapter 11 - The Price of Silence

Mark drove straight from Hannah's shop to the county emergency office.
He didn't wait to be invited into the director's meeting.
"Mill Creek needs a flood assessment before anyone touches that channel."
Director Lila Grant took Hannah's documents and promised an inspection, but warned that a land transfer and a public-safety order followed different procedures.
"A court might freeze the sale," she said. "An engineer has to stop dangerous work."
Mark called Samir from the parking lot.
"File whatever you can."
"I already requested emergency relief. Hearing tomorrow."
His phone buzzed with a message from his mother.
COME HOME. WE CAN FIX THIS QUIETLY.
He answered only to tell her to stop contacting Lily.
"I can offer you a settlement," Margarethe said. "Five million, free of conditions. Enough to give Lily everything."
"She needs to feel safe with her grandmother. You can't buy that."
"You think your father was perfect? You think he didn't make ugly choices to preserve this place?"
"Tell me one choice that required trapping a little girl in a well."
For once, Margarethe had no answer.
Then her voice changed.
"If you take me to court, they'll look at every transfer. Including the education account you used for Lily."
Mark gripped the steering wheel.
His mother had managed the account after Claire died, sending quarterly statements that seemed routine.
"What did you do with her money?"
"Nothing you need to concern yourself with."
At home, Mark opened the statements and compared them with an old deposit slip.
Nearly ninety thousand dollars from Claire's life insurance was missing.
