Chapter 15 - The Papers He Couldn't Undo

By Thursday night, detectives had enough evidence to seek warrants connected to Claire's death. Elliot's office was searched, but his assistant said he was away preparing for the Harbor House donor gala on Friday.
Graham called an emergency meeting of the foundation board. He presented the missing money, the fake invoices, and a request to freeze the pending property sale.
A board member stared at him. “You signed these statements yourself.”
“I did,” Graham answered. “Some without reading them. That is my failure. I won't hide behind Elliot.”
The room fell silent.
The board voted to suspend the sale pending an independent audit. It was the first honest decision Graham had made about Harbor House in years, and it came far too late for the families who'd already lost their rooms.
Outside, reporters crowded the sidewalk. Someone had leaked Graham's signatures and claimed he was responsible for the fraud.
His lawyer urged him to deny everything until charges were filed.
“No,” Graham said. “Claire died trying to expose those payments. I'm not going to bury her work a second time.”
That evening, Victoria's attorney submitted an emergency petition alleging that Graham's behavior had frightened Ellie and that she needed a private psychiatric assessment. It included photographs of Ellie's injuries, taken while Victoria was still at the hospital.
“She's trying to turn the rescue into evidence against you,” Lena said when she saw the documents.
Graham looked at the proposed facility: Northstar Children's Recovery Center. The same unlicensed operation that had sent strangers to take his daughter.
The filing had no automatic power to move Ellie, but it forced a hearing.
At the bottom of the petition was a sworn statement from a supposed eyewitness.
Margaret Bell.
Graham called Mara. “Margaret didn't sign this.”

“I know,” Mara said. “She's sitting right here.”
Then she added, “Someone is trying to make a dead woman's warning look like a living woman's lie.”
