Chapter 5 - The Trust's Real Owner

Judith Vale met us in a quiet office over a bookstore, not the glass tower I'd imagined for someone overseeing millions. She was sixty, precise, and visibly troubled by the photograph of the trust packet.
"Lily's grandfather, Arthur Mercer, established an irrevocable trust for her," she said. "He did not name Ryan to manage it. He had reasons."
I knew Arthur as a quiet man who fixed broken things before anyone asked. He'd died the previous winter, leaving Ryan a modest inheritance and placing the bulk of his estate beyond his son's reach. Ryan had complained for months that his father trusted strangers more than family.
"Did Arthur put that clause about me in the trust?" I asked.
"Absolutely not. The document you're holding appears to be a proposed amendment. My office has never accepted it, and it would have to meet strict legal requirements even to be considered."
Naomi laid Ryan's petition beside it. "They may be trying to use a custody ruling to support a separate effort to control distributions."
Judith nodded grimly. "I won't approve any new request until our compliance team checks the records. Some reimbursement claims have already made me uneasy."
"What claims?"
She turned her laptop. Over six months, thousands of dollars had been paid for developmental support, nutritional counseling, and specialized child care. The payee was Westbrook Family Services.
"Lily has never attended a program there," I said.
Judith pressed her lips together. "Then these invoices need investigation."
Ryan had told me Arthur's trust was locked until Lily turned twenty-five. The truth was worse: there were legitimate ways to support her now, and someone had been using her name to collect money for services she never received.
Judith closed the screen. "There is one more thing. Westbrook's reimbursement requests include a parent authorization bearing your electronic signature."

"I didn't sign anything."
She looked directly at me. "The document says you signed it three weeks ago, at 2:14 in the morning."
