Chapter 9 - Locker B

Locker B was inside an old private records facility beneath a parking garage.
Mara, Daniel, Eli, and Claire went together. Nora stayed at the hospital with Lucy and a police officer posted outside her door.
The brass key turned.
Inside the locker sat three banker boxes and a digital recorder.
No money.
No weapon.
Documents.
Mara opened the first box.
Halcyon payment schedules.
Daniel opened the second.
Mercer property leases.
Claire opened the third and stopped breathing.
"Daniel."
Inside were copies of guardianship petitions.
Dozens of them.
Different mothers. Different babies. Same legal language.
TEMPORARY PROTECTIVE AUTHORITY.
Mara picked up one file.
"These women lived in Halcyon housing."
Daniel understood first.
"They weren't stealing only rent money."
Eli pressed play on the recorder.
Owen's voice filled the concrete room.
"If you're hearing this, they found the lake house. Charles Mercer knows part of it. Everett Sloan knows all of it."
A pause.
Then Owen said something none of them expected.
"The guardianships were used to control trust distributions attached to children born into certain beneficiary families."
Mara looked at Daniel.
"Certain families?"
Owen's recording continued.
"Nora's baby is the largest one yet."
Then came a sound behind him.
A door opening.
Owen whispered one final name.
May you like
"Rebecca."
The files were organized with the cold precision of an accounting department. Birth dates, trust values, emergency contacts, estimated pressure points. Beside several mothers were notes such as SINGLE INCOME, NO LOCAL FAMILY, MEDICAL DEBT. Mara felt physically ill. Someone had converted vulnerability into a business model.
