Chapter 13 - A Signature from Upstairs

Deputy Director Harlan Pierce signed every emergency transport contract for the state corrections department. He appeared at fundraisers beside governors. He spoke about public safety on television. He had visited Greywater four times in the past year, always on nights that matched the missing transport records.

Grant showed the contracts to an attorney with the inspector general's office. "If he's involved, Greer had protection above him."

"Then get proof before we accuse him," the attorney said. "And keep the boy's name away from the press."

That afternoon, someone leaked a false story claiming Owen had staged his own abduction to make his father look innocent. A photograph of Owen at school appeared online. Iris started getting calls from strangers.

She turned off both their phones and shut the motel curtains.

"I'm sorry," Owen said.

"For what?"

"They dragged you into this because of me."

Iris took his hands. "Your dad uncovered something. You were taken because somebody was frightened of what he knew. You did nothing wrong."

Outside, a deputy took up position beside their room. Owen hated the attention. He also liked that someone was finally watching the door for him instead of watching him through it.

Meanwhile, the records team discovered Meridian Patient Transit had billed the prison for ambulance journeys on days no ambulance entered the front gate. Payment approvals carried Pierce's electronic signature.

"That could be delegated access," Grant cautioned. "We need more."

A forensic accountant traced the payments to a property company that owned an old municipal pumping station twenty miles from Greywater. The company had bought the place for almost nothing after an industrial spill.

An assistant printed the deed. The listed managing partner was Harlan Pierce's wife.

Then the office telephone rang. A man said he was calling about Andrew Finch.

"You want him alive?" the caller asked. "Stop searching the pumping station."
