Chapter 2 - Not on the List

The alarm went off before anyone could answer.

A hard metallic bell hammered the cafeteria. Men dropped to their knees. Guards shouted orders. Marcus shoved Owen under the table with one enormous hand, then backed away as if the boy had become radioactive.

"Don't move," a guard barked.

"He's fourteen," the woman in the blazer said. "I asked a question."

"State safety drill," Captain Voss replied. "You're in a restricted area."

"I'm Celia Grant, Office of the Inspector General. And I didn't come for a drill."

Owen watched her shoes from beneath the table. One heel had a scuff along its edge. Somehow that ordinary detail made her seem real. Someone from outside had finally arrived.

Three hours earlier, two men had appeared outside his family's apartment. They wore correctional uniforms but drove a van with no department markings. They knew his mother's work schedule. They knew his father had disappeared twenty-one days ago.

"Your dad is inside Greywater," one had said. "Help us identify the prisoner passing him messages, and you can see him tonight. Refuse, and your mother gets blamed for what he took."

Owen hadn't believed the promise. He had believed the threat.

They dressed him in an oversized jumpsuit, took his phone and backpack, and pushed him through a service entrance. Nobody fingerprinted him. Nobody told him what he was charged with. A guard called him "our young visitor" while fastening a numbered band to his wrist.

The band was blank.

Now Grant crouched beside the table. "What's your name, sweetheart?"

"Owen Finch."

"Who brought you here?"

Captain Voss stepped between them. "Ma'am, you need to leave."

Grant did not stand. "Owen, are you here by choice?"

His mouth went dry. He thought of his mother opening her apartment door to men who already knew her name.

"I came to find my father," he said.

The captain's radio crackled. A man's voice said, "Bring the kid upstairs. The warden wants the witness separated."

Grant's head snapped toward the radio. "Witness to what?" she asked.
